Vision

To set the standards of excellence in agricultural skills training.

Mission

To formulate policies, monitor qualities and enhance the agricultural skills training comprehensively in fulfilling the requirements of the national agricultural field.

To produce workforce and entrepreneurs who are skilled in various fields in order to make agriculture a private sector that is modern, dynamic and competitive.

The National Agricultural Training Programme (PLKPK) was established following the approval by the cabinet on 24 July 2002 to increase agricultural production using the skilled human development model by conducting trainings in the agricultural field based on skills (competency-based skill training).

The National Agriculture Training Council (NATC) was established on 1 October 2002. NATC has been tasked in the planning, preparation, regulating and assessing PLKPK.  The Malaysian Agricultural College (KPM) conducts training at Malaysian Skills Diploma level (DKM, Level 4) and Malaysian Skills Advanced Diploma level (DLKM, Level 5) while training centres under the purview of the Ministry of Agriculture and Agro-based Industry (MOA) conduct trainings at certificate level (Level 1, 2 and 3).

Recognition and accreditation for the Malaysian Skills Certification are regulated by the Department of Skills Development (JPK), the Ministry of Human Resources through the National Skills Development Act 2006 (NASDA)

Majlis Latihan Pertanian Kebangsaan (NATC) telah ditubuhkan pada 1 Oktober 2002 berdasarkan keputusan Jemaah Menteri pada 22 Julai 2002 yang bersetuju bagi pelaksanaan Program Latihan Kemahiran Pertanian Kebangsaan (PLKPK) dalam usaha untuk mewujudkan tenaga kerja mahir pertanian yang mencukupi.

Melalui penstrukturan semula Kementerian ini pada Februari 2017, NATC telah berubah nama kepada Bahagian Latihan Kemahiran Pertanian (BLKP). Persijilan PLKPK adalah ditauliahkan di bawah Jabatan Pembangunan Kemahiran (JPK), Kementerian Sumber Manusia.

BLKP telah dilantik sebagai Badan Peneraju Industri (Industry Lead Body-ILB) bagi bidang pertanian dan industri asas tani. BLKP berfungsi sebagai badan yang membangun, merancang, menyelaras dan menilai latihan kemahiran bidang pertanian.
